Staatsexamen NT2 (NT2 Programma I and II)

The Staatsexamen NT2 is the official Dutch-language certification for people who want to study or work in the Netherlands. It's administered by DUO (Dienst Uitvoering Onderwijs) — the Dutch government's education agency.

NT2 Programme I (B1): Designed for vocational training (MBO) or work in the Dutch labour market at a vocational level. Tests reading, listening, writing and speaking at B1 (intermediate). This is also the standard for civic integration (inburgering) under the current law.

The Inburgering (Civic Integration) Exam

The inburgering exam is required for most non-EU immigrants settling in the Netherlands. Here's the current structure as of 2026:

  • If you arrived in the Netherlands on or after January 1, 2022 (Wet inburgering 2021): Standard target is B1 — you take the NT2 Programma I alongside other components.
  • If you arrived before January 1, 2022: A2 level was sufficient under the older law — check your specific situation with your municipality.
  • Components: Dutch language (NT2-I), KNM (Kennis van de Nederlandse Maatschappij — civic knowledge, updated July 2025 with a new exam format), MAP (Maatschappelijke Participatie), and PVT (Participatieverklaringstraject).
  • Deadline: You have 3 years from your residence permit date to complete integration.
  • Cost in the Netherlands: approximately €250–€490 total.

CNaVT — Certificate for People Outside the Netherlands

The CNaVT (Certificaat Nederlands als Vreemde Taal) is a Dutch-language certificate specifically for learners outside the Netherlands. How Long Does It Take to Learn Dutch?

Dutch is one of the faster European languages to learn if you're an English speaker — and even faster if you already know some German.
